1928 Hon. Stephen T. Mather, Director and Founder of the National Park Service for his services in establishing and expanding that agency. Duncan McDuffie of San Francisco, California, for his services as a member of the  California State Parks Commission, in establishing a State park system. Mrs. Beatrice Ward Nelson of Charlottesville, VA, for her services as Secretary of the National Conference on State Parks.
1929 Mrs. E.H. Harriman (posthumous award) for her services in the establishment of the Palisades Interstate Park. Dr. Nathaniel Lord Britton founder of the New York Botanical Garden, for his services in that capacity. Dr. Thomas W. Hardison of Morrilton, Arkansas, for his services for State Parks in Arkansas.
1930 Hon. Horace M. Albright, Director, National Park Service for his work in that field. Theodore Wirth, then General Superintendent of the Park Commissioners of Minneapolis, Minn., for his services in developing its park system. Capt. Charles Goodwin Sauers, Superintendent of the Cook County Illinois Forest Preserve, for his services in that capacity and in the Indiana State Park Service.
1931 Col. Richard Lieber, Director of the Indiana Conservation Department, and President of the National Conference on State Parks. Albert M. Turner, Field Secretary of the Connecticut State Park and Forest Commission, for his services in its field. Mrs. Stella M. Leviston of San Francisco, California for her services in promoting interest in State Parks in that state.
1932 Hon. Chauncey J. Hamlin, President of the Buffalo Society of Natural Sciences, for his services in the establishment of Alleghany State Park in western New York. Hon. Peter Norbeck, United States Senator from South Dakota, for his services in the establishment of Custer State Park, in the Black Hills. Mrs. Henry Frankel, then chairman of the Iowa Board of Conservation, for her services on the extension of the Iowa State Park System.
1933 Hon. William White Niles, then Chairman of the Taconic State Park Commission, for his services in developing parks and parkways in Putnam, Dutchess, Columbia and Reneselaer Counties, New York. Tom Wallace, former member of the Kentucky State Park Commission, Editor of The Louisville, Times, for his services in saving Cumberland Falls in Eastern Kentucky. David E. Colp, Chairman, Texas State Parks Board, for his services in establishing a State System in Texas.
1934 Major William A. Welch, General Manager and Chief Engineer, Palisades Interstate Park, New York and New Jersey, for his services in developing that park, since 1912. William E. Carson, of Riverside, VA, Director of the Virginia Department of Conservation, for his services in the establishment of the Shenandoah National Park, and of a State Park System in Virginia. Philip Wheelock Ayres, for his services as Forester of the Society for the Protection of New Hampshire Forests, in preserving notable scenic features in that state.
1935 Howard B. Bloomer of Detroit, Michigan, former Chairman of the Michigan Conservation Department, for his services in enlarging the Michigan State Park System. John McLaren, County Park Superintendent in San Francisco, for his services in developing Golden Gate Park. Will C. Doolittle, Superintendent of Parks in Tulsa, Oklahoma for his services in developing the park system in that city, and his work for the American Institute of Park Executives.
1936 Hon. Robert Moses, Commission of Parks for the City of New York, for his services in extending and developing the parks and parkways in Greater New York. Roger Wolcott Toll (Posthumous) Superintendent of Yellowstone Park, for his services in the National Park Service. George Melendez Wright, Founder and Chief of the Wildlife Division of the National Park Service, for his services in that field. (Posthumous award)
1937 Dr. J. Horace McFarland of Harrisburg, PA, President of the American Civic Association and leader in park developments. Charles Parker Wilber, State Forester and Director of Department of Conservation and Development of New Jersey, for his services in the forests and parks of that State. William Henry Carr, Director of the Trailside Museums at Bear Mountain, for his development of this method of outdoor education.
1938 Arrno B. Cammerer, LL.B., Director National Park Service, Washington, DC. Raymond H. Torrey,  Secretary of the American Scenic and Historic Preservation Society. Efforts with development of Appalacian Trail. Alvin R. Reeves, Director of Division of State Parks of Oklahoma City, OK, for his work in developing the State Park System of Oklahoma.
1939 Robert Fechner, (Posthumous award), Director of the Civilian Conservation Corps, for unparalleled services in National Parks. Dr.Charles C. Deam of Bluffton, Indiana, for important contributions to the Science of Conservation. William P. Alexander of Buffalo, NY for distinguished work as a pioneer of outdoor education in State Parks.
1940 Dr.Hermon Carey Bumpus, for his long leadership in parks education; President of Tufts University.. Newton B. Drury for his great work as secretary of the Save the Woods League in California. William A. Stinchcomb, for long and devoted service in the field of Metropolitan Parks.
1942 Harold L. Ickes, Secretary of the Interior, for his indefatigable support of the National Park Service. Arthur E. Demaray, for his long and valuable service in the interest of the National Parks. Miss Harlean James, Executive Secretary of the American Planning and Civic Association, for her years of devoted service in the interest of America’s Parks.
